A buyer's title company wants a certificate of what the owner owes before the sale closes. On many self-managed boards, someone builds it by hand from the ledger the week before closing.

The full walkthrough, in words

Requests wait on the Property Transfers page, most urgent first, each with its due date. The top one is from a title company for a home on Foxfire Cove, with the buyer, the seller and the closing date.

The address is already matched to a lot, but nothing moves until the board confirms it. Once the board confirms the unit, the request goes into review.

The figures come from the lot's ledger and can't be typed over: two unpaid quarterly assessments of $420, $840 in all. The ledger can't answer everything, so the board adds the association's transfer fee and records no code notices, no special assessments and no known violations.

Then the board picks the officer whose name goes on it, the board president, and issues the certificate.

The certificate opens with the owner of record from the lot's ownership record. Below that it lists each unpaid charge with its due date and the total, all from the ledger, then the board's answers for this sale and the officer's name.

Nothing in HOA-OS decides what the owner owes. The certificate states what the lot's ledger says, so the ledger has to be right before the board issues it.
